What has been your experience, when and how did you start in the SAT?

I'm originally from Guadalajara, studied Business Administration, started in the Ministry of Finance and Public Credit in a general office of Finance as they called it before, as an administrative assistant.

How do you expect the taxpayers to look at you in front of the SAT?

We want taxpayers to feel properly treated, I want to print my own stamp on the quality of care, that the taxpayer knows who is giving him service and that he fully identifies with us, that he knows that the head of the instance itself is on the lookout for the quality in their attention.

The system asks us to be certified as tax officials, which I managed to do a year ago, I performed knowledge and reliability tests as well as an examination before a Synod, this way I got in October 2012 the certification in the career as a fiscal officer.

What expectations did you have when getting this position?

For me it is a pleasure to have achieved this position, it is a very cherished dream I've had for many years, I looked for the opportunity to be a local Collection administrator five years ago but at that time there were several candidates around the country and I was not chosen, but I continued making merits, I kept working hard in the institution, and now that the opportunity returned I asked to be considered and after a series of tests I was chosen.

In this case, external managers who analyze the trajectory within the institution, request our curriculum, they observe and judge us and decide who can be the most suitable, consequently I am very grateful to the institution for being the one designated.

What are your objectives by taking this position?

Among my objectives there is to remain as I am in my behavior. I have received many compliments from people who know me, they have told me that it is fair that this appointment was given to me, I have received a lot of evidence of acceptance and recognition of those who know I'm taking the leadership. Professionally, my goal is to work hard to achieve the objectives that the institution has outlined for us through the SAT, they are important and significant challenges, which require all the time and ability to push through every day situations.

How is the team integrated?

Currently the personnel of taxpayer services of this city is made up of 21 people in two basic areas. One part is the taxpayer service orientation and paperwork reception it is the under management of Guidance, Procedures and Services; the other is the area of Compliance under management, which is responsible for monitoring the proper filing of tax returns of taxpayers, generating the corresponding actions when a taxpayer should be held accountable on its obligations.

What place does the local government of Puerto Vallarta have among the other managements of the country?

At this time it ranks 57 out of 67 administrations in the country, an issue that has affected us is the compliance and collection. It is known that Puerto Vallarta is in a state of economic recession that has affected many sectors, for various reasons the tourism sector has been affected by this and therefore we don't have the income from collection that we've had in other years.

There is another parameter which measures our taxpayer service, these are the indicators that we are determined to keep in a good position, we can achieve them by giving a very good service to the taxpayer.
One of the factors in which we are measured is the conclusiveness, ie that whoever comes here can get everything he needs to comply with the procedure that he is doing, then the taxpayer by having everything conclusively and globally, he will have all the elements to meet his tax obligations, and if he requires it, there are workshops, personalized advice and follow up to this process. How much has revenue fallen in Puerto Vallarta?

I don't have a specific figure, I can only say that we had a lower revenue than in previous years. This occurs due to specific and particular situations of some taxpayers; for example last year taxpayers were detected that in February, March and April paid taxes for higher and extraordinary figures in 2012, and this year didn't. When that extraordinary payment occurs, the collection rises, and they being sporadic acts, may not repeat in the following year, and that could make us have a disadvantage.

So we are struggling a bit in the collection because a specific situation of this group of taxpayers was not given and now we're trying to raise that revenue, which has to be through a means in which all taxpayers meet their obligations.

How can these indicators be improved?

They are two very different indicators, but the combination of all indicators helps us to position ourselves in a certain place. In the case of Puerto Vallarta we will be looking to collect from taxpayers who are in a state of default, to add that part to the taxpayer assistance we will continue to work.

Another indicator that we are measured in, is voluntary compliance and whether a taxpayer sector does not, this affects us in our nationwide position.

What will be done in this regard?

We want to know the status of the most significant contributors in tax collection. They are classified according to the contribution they make to the payment of their taxes, whether these are major contributors, main, certified, of the government sector, intermediate and C sector, that without being small taxpayers which are from the state government jurisdiction, are under federal jurisdiction such as landlords, professionals and intermediate regime.

What is your message to local taxpayers?

That they can count on us. In the SAT we are there to serve, the assistance is personalized, professional, highly available and free. We want to help the people with quality and warmth to comply with their tax obligations.

“There’s no doubt the Riviera Nayarit’s top-notch hotel infrastructure plus the quality and excellence in service makes it a destination worthy of this kind of international event,” said Marc Murphy, Managing Director of the Riviera Nayarit Convention and Visitors Bureau. “It’s an honor to be considered by the UN to host a conference of this magnitude.”
