As he led the ceremony to commemorate the 61st anniversary of Women’s Vote in Mexico and International Rural Women’s Day, President Enrique Peña Nieto declared today that, “with a constructive spirit and the state’s firm responsibility, the government will continue working on all fronts to make Mexico a country of laws in which the rule of law prevails.”
He said that the deplorable events that took place in Iguala, Guerrero, “Are a test for Mexican institutions and society as a whole.” The collective feeling of indignation, grief and country show that Mexicans are united, that we sympathize with the suffering of our brothers and above all, that we reject violence.”
“Violence, wherever it comes from, is contrary to what we are as a country. Violence will never be the solution or the road to a better future. The Mexico at Peace, the inclusive, prosperous Mexico we want must be constructed on the basis of the law, in institutions and with full respect for human rights,” he said.
He explained that this is the route that has been traced since the start of this administration. “Events such as those in Iguala, far from deterring us, require us to pick up the pace,” he explained.

IN 2015, POLITICAL PARTIES MUST GUARANTEE GENDER PARITY IN THE CANDIDACIES FOR FEDERAL AND LOCAL LEGISLATORS
During the event, the president declared that since its first day, the administration has supported the development and empowerment of women in every sphere of national life. “The best example of this is that the gender perspective is a cross-cutting strategy of the National Development Plan 2013-2018”.
He added that this year alone, 21.5 billion pesos have been spent on 115 programs that promote women’s development and their effective equality, including access to a life free of violence and discrimination.
He added that a number of actions have also been implemented to boost their incomes and economic independence: the Program to Support the Productivity of Female Entrepreneurs; the Women in the Agrarian Sector Program; the Productive Organization Program for Indigenous Women and the new loans at preferential rates for small producers in the countryside, granted by the National Financing Department for Agricultural, Rural, Forestry and Fisheries Development.
Addressing the directors of five national political parties, the president declared that in order to consolidate these programs and extend state support to women, the Expenditure Budget Report submitted to Congress “proposes that the resources allocated to promoting equality should be 30% higher in real terms than those approved in the year 2012.”
He explained that his support for women “Is not only reflected in higher budgets but has also been present in the agenda of sweeping reforms we have all promoted. This was borne out by my pledge to you a year ago. On that occasion, I signed and submitted to Congress a reform initiative to oblige political parties to ensure that 50% of the candidacies for federal deputies and senators should be for women and thanks to the legislators’ constructive work, this initiative was enriched and incorporated into the Constitutional Reform of Political and Electoral Issues and the respective bye-laws.
He explained that this means that nowadays, politicians are obliged to guarantee gender party in the candidacies for federal and local legislators. “As a result, our country has taken a major step towards equality, which will be crystallized in the 2014-2015 federal electoral process, which began on October 7,” he explained.
“I am convinced that greater equality in women’s political participation will also be reflected in greater equality between women and men in every sphere of life.

During the event, the president witnessed the signing of the agreement for the creation of the Observatory on Women’s Political Participation in Mexico, between the Electoral Tribunal of the Judicial Branch of the Federation, the National Electoral Institute and the National Women’s Institute. This new instrument will make it possible to determine the current state of women’s participation regarding decision making and contribute to spreading best practices regarding parity. Its aim is for women to be consolidated as agents of development and a force for change.
MEXICO IN AN UNHERALDED DYNAMIC OF RECOGNITION OF EQUAL TREATMENT AND OPPORTUNITIES FOR WOMEN: LORENA CRUZ SÁNCHEZ.
Lorena Cruz Sánchez, President of the National Women’s Institute (INMUJERES), declared that the Observatory of Women’s Political Participation in Mexico will be a tool for consolidating knowledge and information to design and coordinate actions for the benefit of women’s political participation in Mexico, adding that the country has entered an unprecedented dynamic of recognizing equal treatment and opportunities for women.
“Women have made great strides in the exercise of their citizenship. And great progress has been made in this administration,” she said.
She declared that INMUJERES and the National Commission for the Development of Indigenous Peoples are working on the issue of women’s political leadership in coordination with the Electoral Tribunal of the Judicial Branch of the Federation. She added that through a solid alliance with Sedesol, work is underway on a long-term project to empower and strengthen women’s leadership in the over 60,000 Community Committees where they are a majority.
She declared that in the National Women’s Institute, she will work with all the political parties “that allow us to accompany them so that women aspiring to popularly elected posts will have more opportunities for success.”

The Chairman Magistrate of the Electoral Tribunal of the Judicial Branch of the Federation, José Alejandro Luna Ramos, said that women’s suffrage, achieved 61 years ago, “did not only mean the transformation of Mexico’s political and social system but also a genuine legal evolution of immense proportions, since it included women in the deliberation of the political future of our country.
He declared that Mexican society has reason to be proud since as a result of a significant effort by civil society organizations, public institutions and individuals, parity is now enshrined in the Constitution.
Luna Ramos declared that, “We must honor women’s presence in public life, by making equality the norm and implementing any action required to incorporate the demand for equal treatment into our cultural genes.”
Adding that public decisions cannot be understood without the voice and determination of women, he pointed out that, “The ancestral desires for egalitarian justice are increasingly a palpable reality while the desire to achieve better democratic should guide our actions at all times.”

Advisor to the National Electoral Institute (INE), Beatriz Eugenia Galindo Centeno, declared that the Observatory on Women’s Political Observation in Mexico is an essential tool, since it enables member organizations “to unite and unite our social and institutional causes by creating a link that will guarantee the strengthening of political equality between men and women.”
