Guadalajara City Council found a farm in Justo Sierra Street has been operating as an underground shelter to accommodate people from municipalities within the state to engage  informal trade in the city, particularly in the historic center.

The head of the Directorate of Inspection and Supervision, Salvador Orozco Santillan, who recently reported his staff, along with members of the Department of Public Safety and the Department of Civil Protection and Fire, citizen attending a report warning of a large number of people living on a farm of two levels
